Use the side of the Flower Garden Folder that raises the flower and not the outline.
Paint the flower with Aqua-Painter. I keep mine filled with Blender Pen Fluid (recipe below), but in this case water would probably work just as well. I used the stamp pads (squeezed onto the lids). Colors listed below.
Then use the SU color spritzer tool with corresponding marker colors plus black to add the splatters. Also, you can do a little sponging around the bottom left corner if it suits you.
Finish by using Gold Smooch Spritz all over, but mostly on the image.

2 tablespoons plus 2 teaspoons glycerin*
5 tablespoons distilled water
1 teaspoon rubbing alcohol
Put the ingredients in a small jar and just let my tips soak up the liquid for about half an hour. Then turn and soak the other side.*Note: You can find glycerin in the cake decorating aisle of your craft store.

This is just beautiful! Gorgeous coloring on that wonderful image, and I love that verse. The mix of fonts adds a lot of interest. Favorite!
